The past couple of years have seen significant new developments in real estate appraisal rules and evaluation rules and regulations. There are new Interagency Guidelines, new rules under Reg. Z, and additional requirements coming due to the Dodd-Frank Act.

The regulators have upped their game; lenders’ appraisal and evaluation programs must include more elements than ever before. Some of the new themes being echoed by the agencies are independence of the appraiser and evaluator, reviews, and qualifications.

There are also significant new restrictions against using AVMs (automated valuation models), BPOs (broker price opinions), and tax valuations that has upset many in the industry.
