On February 23, 2011, several federal agencies, including the Department of the Treasury, the Social Security Administration, the Department of Veterans Affairs, the Railroad Retirement Board, and the Office of Personnel Management, jointly issued an Interim Final Rule to protect certain federal benefit payments from garnishment actions. These rules were effective May 1, 2011 and supersede state laws pertaining to garnishments. The rules impact how financial institutions process such actions.
